(1) If there is a worker's complaint regarding the employer's failure to fulfill the obligations of the contract or the licensee's failure to fulfill the conditions mentioned in the contract, the department shall conduct the necessary investigation.
(2) If it is found necessary to repatriate the concerned worker from the investigation conducted according to sub-section (1), the department will order the licensee to provide the required amount for repatriation.
(3) If such amount is not provided in accordance with the order given by the department in accordance with sub-section (2), such worker shall be repatriated from the amount deposited by the licensee as per section 11. If the bond amount is spent in this way, the relevant licensee must be notified as soon as possible to inquire about that amount and the licensee must inquire about the amount as bond within fifteen days of receiving such information.
(4) If the amount required to repatriate the workers is not enough from the bond amount kept as per Section 11, the licensee shall pay the short amount within the time limit set by the department and if it is not paid within such time limit, the amount will be deducted from the government debt.
